I don't think anyone knows who creates money. My guess is that this power controls the masses through a virtual entity called the state. If the poorest country can't get rich by printing money, if it can't pay its debts, then the authority at the top of the hierarchy is setting the limits on money creation. Members of parliament and mayors, who are appointed to the highest positions in the state, don't undergo any qualification tests before running for office. This means that obedience, not talent, is what's sought in them. The dominant power behind the scenes governs society; politicians follow their instructions, engaging in staged conflicts. We think the prime minister, ministers, and mayors have initiative, but they're no different from the doorman in an apartment building carrying out the manager's instructions.
