Is the penalty more important than the economy?

Turkey has been struggling with a severe economic crisis for years; devaluation lasted more than seven years, rampant inflation has persisted for years, and the lower classes suffer in poverty. Is the penalty more important than the economy? Anyone with common sense understands the structure of the country. It's pointless to speak to the ignorant!
